[SQU] Limit users

Hello everybody !

Does anybody know some proxy server which is able to limit
the users access as mentioned bellow ?

e.g. comp. 172.17.1.11 can download 10M per hour and another
one comp. 172.17.1.23 can download 100M per hour ..
