It represents the current high water mark. Objects older than this will
get deleted. It is dynamically calculated based on reference_age in
squid.conf and your current on-disk cache size, which in turn depends on
request load and time.
Why it bounces a lot is because of the high/low water marks in cache
maintenance. If a largish object gets deleted or added to the cache,
then the aging will change quite drastically.
