fatal

CAn someone help me with this: cannot binf FD 10 to 3128, port allready
in use. Even if I kill squid its still the same message. Can someone
tell me where do I run squid: from /usr/local/squid/bin or
/etc/rc.d/init.d ?

After new installation which options do I need to change in squid.conf.
and which command do I need to execute by turn, like ./Runcache or squid
-z or what?

Please help me with this I read all the literature but no progress.
