Cannot bind socket

Hello,

I have squid 2.3 and RH 6.2 and when I type squid -Ncd1 I get this:
commBind: Cannot bind socket FD 10 to *:3128: (98) Addres allready taken
in use.
FATAL cannot open HTTP port.

I stop the squid but still getting the same message. Can someone help me
in this?
