unable to access local server

I can access my local webserver via the local IP address 192.168.0.254, but if I try to access it from my external IP I get the following error. I have read the FAQ and the newsgroups, but I must be missing something.
While trying to retrieve the URL: http://209.52.213.149/

The following error was encountered:

  a.. Access Denied.
  Access control configuration prevents your request from being allowed at this time. Please contact your service provider if you feel this is incorrect.

Your cache administrator is root.
