Except that you used 0% which kills the heuristics completely.

Max 5 minutes of 0% is always 0.

Almost, except that the -N option should NOT be used since it disables
the built-in daemon mode.

Most people start the squid binary with no or very few options. The
default is to start as a deamon and read the configuration file from the
default location.
