What is "Select loop"?

Consider this entry in my Squid v2.3S2 statistics:

        Select loop called: 771693 times, 223.843 ms avg

What is the select loop? Should I care how many times it is called?

What are the performance ramifications, if any, of the average
time/call stated? (The values I see for the average time range from
200ms to 550ms).
