Works fine here using UNIX Netscape 3.01 and 4.61.

You must have an FTP directory URL opened to be able to select that menu
choice, else it is greyed out. The file is put to the directory you have
opened. Note that URL's to directories ends in a slash, as in
ftp://login@your.favorite.server/newfiles/
