Squid 2.2 and 2.3 is a bit dumb when it comes to non-ICP peers. They
will only be used if prefer_direct is off, or if there is an digest hit.

See my Squid pages for a patch which makes this a bit more flexible, to
have non-ICP peerings behave more like ICP peerings (use a parent for
cachable content, direct otherwise).
