Just replace your 2.3.DEVEL3 with a 2.3.STABLE1 - it is a natural upgrade
step. When you say re-install, are you talking about your cache or Squid
itself? There should be no need to wipe out your cache, and the new
binaries should just plug in to your setup as per most Squid upgrades.
