I don't believe that you can tell Squid to use an external text file. You
can certainly write a script to turn a list of sites into a list of ACLs
that can be included in your squid.conf, but a better solution might be to
use a redirector script. What you want is certainly possible, and several
different implementation strategies are available to you.
