ICP isn't strictly needed for dead peer detection. ICP is mostly useful
if you have several parents and you want your child to automatically
select the fastest of them.

The problem with the current Squid distribution (2.2) is that it takes
at least 30 seconds for a parent connection to fail. To get around this
I have a patch which adds a separate timeout value for peer connections.
This patch is available from my Squid page

Squid-2.3 release.
