acl and ftp

i'm new on squid and i apologize if my question seems not good :

I try to mount an access list with rights limited for a part on an users ,
this users will can access to a list of selected URL under protocol HTTP but
i'll try to give the follow right : Permit to this users the possibility of
download from this list of URL and uniquely from this list
I don't know if it is possible :
If the URL http and ftp are the same it is possible but when the URL ftp is
different i don't understand how to make this possible if it is possible
!!!!

Could you give me any informations under the acl , perhaps i'll try to do a
thing too complex for a beginner
