Direct only when parent is down, HOW?

Hi,

I setup a squid/2.2.STABLE2 on a Linux- 2.0.35-box
and want to use a parent without using
ICP. I want to get all objects from the parent except
for the parent is down.

squid.conf:

cache_peer really.verybig.www-cache.xyz.org parent 3128 0 no-query
default
hierarchy_stoplist cgi-bin ?
prefer_direct off

What I get is:
   If the parent is up: It works :-))
   If he is down: I get nothing... :-((

Any ideas?
