Replacement Squid-1 on Squid-2: Refresh algorithm troubles

For want of to replacement Squid-1 on Squid-2, I have received a problem.
For want of to attempt to adjust algorithm refresh by analogy with wingate, i.e. yet
the certain time has passed to consider(count) the document fresh and to not check,
whether it was changed on the parent server, nothing is received.
That that worked with Squid-1:
      Pattern _ refresh. 14400 20 % 14400, i.e. min = max
Now does not work!
There are some of the server, which issue in a HTTP-Header a false information that
Last-Modified = Date, i.e. the document is updated now. And the document is
repeatedly got from the server. How to decide this problem?
