1.Time and Squid 2.acl strangeness

Hi,
1. What I have done to solve my problem of SQUID using the 'wrong' time is
to rewrite the acl rules using GMT, this seems to work. Although any
messages generated by SQUID still generate the wrong time.

2. At the end of my acl rules I have:
 allow all
 allow localhost
 deny all

This would seem strange, won't the allow all mean that the allow localhost
and deny all are never matched?
