The last time I looked, no HTTP or HTML standard supported
Refresh, and its use in this context is as a poor man's
HTTP redirect.
It basically gets used as a redirect by people who aren't
permitted to maintain the meta data for their pages, or
didn't even realise that most web servers have meta data.
Please don't legitimise this mis-use of a non-standardised
feature, which was intended for doing slide shows, not
redirects.
