running out of filedescriptors

Hi all
im running squid-2.2 stable 2 on redhat 6.0 (kernel 2.2.10-ac2) on a PII
266 512Mb. im still running out of filedescriptors descpite the fact that
i added the following lines on /etc/rc.d/rc.local

echo 3072 > /proc/sys/fs/file-max
ulimit -n 3072

what could be another solution?
