Going direct if parent proxy is down

Is it possible under the new versions of squid to go direct if the 2 parent
proxies are down or connection on the parent proxy is not available. Can
squid go direct automatically in such a situation.

I am using squid-2.1 but can upgrade to the newer verion if these features
are available.
