UDP denied

I have 2 proxy, below are the result of cache.log from
proxy2.foo.net

1999/05/29 04:32:43| 95% of replies from 'proxy1.foo.net' are
UDP_DENIED
1999/05/29 04:32:43| Disabling 'proxy1.foo.net', please check
your configuration.

How to solve this problem?
