I maintain the Debian package of squid, and I got this bug report. Is
this indeed the case? If so, perhaps it needs to be logged as an
outstanding bug.

Nowadays it gets popular to provide multilingual support with web
servers. www.debian.org is a good example. Squid should honor
this.
Currently when my flatmate downloads www.debian.de with Language=de
and afterwards I take a look at the same page with Language=en I
always end up reading the German page.
This probably needs to be forwarded upstream.
