cache_peer_domain question

I have defined the following

cache_peer_domain cache1 .edu .net .org
cache_peer_domain cache2 !.edu !.net !.org

and

never_direct allow all

The above does not work. When requestion any URL with .edu, .net, .org I
get cannot Forward. The same works in squid 1.1.22 but not in 2.1. What am
I doing wrong. Can anyone comment.
