Sort of. If squid delay_pools are in effect and you have a high
bandwidth (512Kbps or higher) connection then you will notice this as a
repeating sawtooth bandwidth pattern. Full speed until pool is empty,
then nothing until the pool is refilled (which occurs once per second).
If you have a low bandwidth connection to your parent then you are quite
unlikely to be able to detect this pattern.
