Also, if your cisco is of 11.3 vintage, you could traffic shape on that
interface to rate limit web traffic:

interface Ethernet0
 traffic-shape group 192 50000 4096 4096 4096

access-list 192 permit tcp any eq www any
access-list 192 permit tcp any any eq www
access-list 192 permit tcp any any eq ftp
access-list 192 permit tcp any eq ftp any

On one of my ISDN lines, I restrict web and ftp data traffic requests no
to exceed 50Kbps.
