ICP not happening with Transparent proxies

I've got transparent proxies working nicely with an Alteon ACEdirector1
and FreeBSD-2.2.7 + IP-Filter, but the squid isn't sending any ICP
requests out to neighbours :-(

If anyone's got V2 to talk to neighbours while doing the transparent
stuff, I'd like to find out what's different.

Version: squid-2.0.PATCH1
Appropriate bits of Config:

My /etc/natrules contains:
rdr de0 0.0.0.0/0 port www -> 127.0.0.1 port 8080 tcp
rdr de0 0.0.0.0/0 port 8080 -> 127.0.0.1 port 8080 tcp

I can make outbound 8080 hhtp requests to the neighbours ok, and
there's nothing strange reported in the squid.log:
