You need ip_compat.h ip_nat.h and ip_fil.h.

I put them in /usr/local/include and do this

setenv CPPFLAGS "-I/usr/local/include"
setenv CFLAGS "-I/usr/local/include"
./configure --enable-ipf-transparent ....

alternatively you can just copy them into /usr/include.
