No route to Host

I have Squid 1.1.22 running on RedHat 5.1

got my upstreams proxy set to connect to

cache_host proxy.domain.net.au parent 8080 3130

but i intimitabtly get an error and parts of pages don't load:

  (113) No route to host

Any suggestions?
