acl help

I try to auth users when they uses domains other that xxx.bg and
xxx.yahoo.com....

In 1.2beta23:
acl all proxy_auth /usr/local/etc/squid.passwd
acl all1 dstdomain bg yahoo.com

http_access allow all1
http_access allow all

and get the error:
! While trying to retrieve the URL: http://www.xxxxx.bg/

! The following error was encountered:

! Forwarding Denied.

! This cache will not forward your request because it is trying to enforce a
sibling relationship. Perhaps the client at
! xxx.xxx.xxx.xxx is a cache which has been misconfigured.

Where is my mistake?
