Correct. There isn't any 'right' answer. We match file-extensions with
various ages, based on logfile-analysis to determine the sort of things
that change infrequently without also changing URL. The analysis step
gives us workable times, and we can override for a few key sites where
the rules don't hold (...basically, when someone complains).

I think I've got about a hundred policy lines or so. Mostly
human-readable, since they get passed through the g++ pre-processor
before becoming a part of the squid.conf.
