error 71 is an obscure way of reporting that clients made it onto your server's
TCP incoming connection queue but the client tore down the connection before the
server could accept it. i.e. your server ignored its clients for too long. we've seen this
happen when we ran out of file descriptors. i guess it could also happen if something
made squid block for a long time.
