transparent proxy

hello
I have set squid to use port 80 for connections

this is what in my configuration file

http_port 80
icp_port 3130
httpd_accel virtual 80
httpd_accel_with_proxy on

I run squid with -V option...
then I set my cisco router...

        !
        route-map proxy-redirect permit 10
        match ip address 110
        set ip next-hop 195.174.18.2
        !
        access-list 110 deny tcp host 195.174.18.2 any eq www
        access-list 110 permit tcp any any eq www
        !
        interface Ethernet3/0
        ip policy route-map proxy-redirect
        !
        
but then when I try to connect to a site it does not connect!
also when I set my browser to use proxy at 195.174.18.2 at port 80
it works!
what am I doing wrong? I was trying to do transparent proxying...
