Either you have Squid running already, or something else is using the
same port (3128)
netstat -an | grep 3128
tells you if there is anything on port 3128
and you should NOT run Squid with cache_effective_user root. Set up a
special squid account for this purpose (and change cache and log
ownership to this user).
