Squid ACL Proxy Authentication with External Programs

The first release is now available on

        http://www.iae.nl/users/devet/squid/proxy_auth/

This is a generalization of the previous proxy_auth patches which can still
be found on

        http://www.iae.nl/users/devet/squid/proxy_auth/OLD/

I consider these patches to be obsolete now because the new ones are much
more flexible.

The first thing I want to do now is port them to Squid1.2beta so they can
become part of the official Squid 1.2 release.
