It is. Squid only un-escapes "%" codes and forwards a page to your browser.
The browser does not know that it is a special "ERR_" page and processes it
as any other html document.

Just specify an _absolute_ [and valid] url in <img src="url"> tag and try
again. It works for me and it should work for you. Also, be sure your url
does not contain %-escapes.
