Swap log problem

Okay, this time it's for real.

I have created the cache directory hierarchy with squid -z, however, when
I attempt to run RunCache, I get a number of error messages that state
that the file

/usr/local/squid/cache/log

doesn't exist. When I touch that file into existence, making sure it is
owned by squid and has the proper permissions set, RunCache fails because
there is no

/usr/local/squid/cache/log.new

I go through the same touch process with that file, and there is then a
third error, whose output is more interesting and cryptic:

It looks like a vanilla file permissions problem, but again I have the
permissions set properly, and the two log files in question

/usr/local/squid/cache/log
/usr/local/squid/cache/log.new

have been created.

Does anyone know what I can do or check? Thanks very much.
