Does the DELAY_HACK option work?

Dear squiders,

        Has anyone ever tried compiling squid with DELAY_HACK option?
        I turn on this option while compiling squid,
        and set ACL list as http_access.
        However, it didn't work as I thought.
        How does it work? I need some help.
