I started seeing this recently, with 1.NOVM.16 on Solaris 2.4, but only
after I configured the server to use a specific IP address rather than
listening on all available addresses.
That may be misleading and a matter of luck, but it *seems* to be consistent
that it's fine when running "normally" without any specific address
configured, and to happen most or all the time when I do kill -HUP if I have
tcp_incoming_address, tcp_outgoing_address and udp_outgoing_address
defined... This was seen with a server that as yet is being used only for
testing, with little or no load. (ps often shows an ftpget process does
actually exist at times when Squid complaints and disables FTP access, but
presumably there's some reason for Squid reporting the problem...)
