Well, looks good in theory, but at least with Netscape 3.01 (Linux)
a simple Reload results in TCP_IMS_HIT/304 even though the data
has partially changed! Only a SHIFT-Reload will result in TCP_REFRESH_HIT
and TCP_REFRESH_MISS responses and the correct data.
Not quite what I wanted and expected...
