You could either use the redirector to redirect all \.(jpg|gif)$ to
http://your.server/nopic.gif, or something like this.
Or do the same with squids acls:
acl pictures url_regex \.(gif|jpg)$
http_access deny pictures
deny_info http://your.server/nopic.gif pictures
