I personally think go for the P133 and see if you can boost the ram to
64mb. Squid is much more likely to benefit from more ram than from a
faster cpu in this case.
As for a parent, well you 'could' aim further upstream, but it depends on
how fast a 'response and turnaround' you could get from them would be.
