Maybe I am wrong. I faced the same situation when I realized that the
nameserver entry did not contain the IP address of a sibling host (the
sibling host has more IP addresses).
Since you specify your sibling by FQDN, squid resolves this name and if a
UDP packet comes from an IP address that has no relation with any of your
siblings than the result is this.
