Hmmm,

I'm running 2.0.29 here, with squid-1.1.8 and cachemgr here reports 1024 fine.

File descriptor usage for squid:
        Max number of file desc available: 1024
        Largest file desc currently in use: 188
        Available number of file descriptors: 915
        Reserved number of file descriptors: 100
