Multiple/Alternate Forwarding

I wish to use two different uplinks to two different ISP's. How can I
configure Squid proxy server to alternate between these two uplinks and
thus achieve effective load balancing without the Squid using the default
gateway. I want to alternate what gateway the Squid uses and thus also
use an alternate uplink cache.
