Squid in 'offline'-mode ?

Hi all,

As newbie to squid I have some questions, I didn't find in the FAQ:

1) I'm wondering if there's a feature for an offline mode in squid, as it
can be used with cern httpd 3.0. The cern proxy you can configure
it for no expiry checks and no outter connects. Is there an ability to
configure squid to handle like this ?

2) Is there away to deny access to WWW-Pages or FTP-Locations ?
