Squid parent down. Everything fails.

Hi,

our main parent (weight=1) was down ("Connection refused"). For each Page
not in cache we get "The requested URL could not be retrieved". But there
are still two other parents which could get the page.

Only removing this dead parent manually from squid.conf helps.

A better way would be to mark this parent as down and take another parent
automatically.

The working squid is PL17 and Linux based.
