what is LOG_NONE in access.log?

We get quite a few entries like this in our access.log:

128.247.172.177 - - [10/Jun/1996:14:53:31 -0500] "NONE -" LOG_NONE 0
128.247.172.177 - - [10/Jun/1996:14:53:33 -0500] "NONE -" LOG_NONE 0

What is the meaning of this log entry?
