I *think* I got the ordering right now.
The SPONSORS file is supposed to:
  * list Sponsors who paid for significant developments in the squid
code, donated hardware for devleopment etc.
  * exclude cash donations to the project (only cash to a developer for
specific work)
  * in an ordered list broken down in reverse-chronological order of the
latest release they sponsored anything.
For simplicity of maintenance I'm adding @Squid-X.Y labels at the
boundaries for the bzr copy. They should be stripped out automatically
by the "make dist" process.
Things to clarify if anyone wants to:
* The Measurement Factory - better burb?
* SourceForge - better blurb?
* Launchpad - better blurb?
Changes since draft 1:
* added Messagenet to 3.2 section (EU server donation and bandwidth)
* added LaunchPad to 3.2 section (BZR hosting services to squid-3)
* added SourceForge to 2.7 section (CVS hosting services to squid-2)
* moved Swell Tech to 2.6 section
* moved BBC/Seimens to 3.1 section
* moved NSF to 2.3 section. blurb mentions Y2k as last funding
* moved SGI to 2.4 section. seems they supplied Adrian hardware in or
before 2001
* dropped craigslist - seems to be a cash donation.
  ++ we are making this a non-cash sponsors list (cash to a developer ==
code donation to the Project).
* various blurb polish in a few places, to clarify numbers and remove
vagueness (ie "ongoing"), and remove obsolete links (devel.* site)
