Can you provide some rationale for making this build-time configurable?
The existing default is hard-coded for compliance with the UNIX-like
system FHS portability standards.

The preferred way to alter the path is via manual configuration of
cache_dir directive(s) in squid.conf.
Note: The implicit 100MB UFS cache_dir which violated the /var/cache
requirement of trivial content deletion has been removed from 3.1 in favor
of a RAM cache.
