NP: diverting to squid-dev since there is not yet evidence of a bug.
I know of a few possible problems in the current Squid that affect FTP:
1) configuration error. block access except to port 80 and similar ACL
can easily eliminates FTP protocol.
2) FTP authenticated sites. Some browsers don't ever do automatic FTP login.
2b) There is an open bug which prevents squid from sending out the auth
error message when password incorrect. Correct password details first
time should have no problem.
3) incorrect ftp server handling of EPSV advanced command. Squid now
tries this first, so some FTP servers which incorrectly publish support
for it can break.
Can you check your squid.conf settings for (1). We can help with that if
need be.
Then failing that configure: debug_options ALL,1 9.6
and run a few of the failing FTP transactions. Then check cache.log to
see whats happening during the failure.
