Apply it to trunk, and mention in the commit message that it's a bug fix
and also verified as relevant for earlier releases.
Unless Amos has changed the maintenance model it's easier if you don't
commit on stable branches. The patch will be picked up in the next
maintenance round.
Filing a bug is also ok, but should then be done before it's committed
on trunk so the bug number can be mentioned in the commit. Otherwise
it's of limited use.
